Water fluoridation: The covert shift of responsibility/liability and its implications for Councils Government ministers are looking at fluoridation, but have said that fluoridation schemes will only be implemented with "strong local agreement." By this, they mean the agreement of Councils. However, they have given no indication that they will increase the indemnity to water companies. So, where does this leave Councils who decide in favour of fluoridation? Councils in fluoridated areas lost control of water fluoridation and how they could be left holding the baby in the future.
